About the Updated Comprehensive Plan
Allegheny County is updating its Comprehensive Plan for the first time since 2008 to reflect current conditions, priorities, and opportunities. Looking ahead to 2050, this plan will shape the long-term vision for how our county grows, invests, and adapts over the next generation.
Unlike older planning approaches that served mainly as recommendations, this updated plan is designed to be implementable with real actions, clear timelines, and accountability. It focuses on land use, infrastructure, tax policies, and public spending, business attraction and retention and cultural planning while identifying how both the County and its municipal partners can lead or support change.
This new plan is also thoughtfully aligned with related efforts like the Allegheny County Climate Action Plan, Hazard Mitigation Plan, and the City of Pittsburgh’s planning work, ensuring a more coordinated and future-ready region.

Allegheny Places, adopted in November 2008, is Allegheny County's award winning comprehensive land use plan.
What is a County Comprehensive Plan? Counties are required by state law to adopt a land use and growth management plan which establishes broad goals and criteria to guide municipalities in the preparation of their plans.
